League of Legends players are in for a rollercoaster ride in LoL Patch 13.10 as they will notice a bunch of existing items get reworked and a handful on new ones introduced. Riot Games also has plans for rolling out different system changes that will help change the pacing of the early game laning phase. However, it looks like Riot Games is delaying the Ivern Mid-Scope Update that was planned for LoL Patch 13.10 along with the new buff sharing jungle mechanic it was supposed to introduce.
As per routine, Lead Designer Matt “Phroxzon” Leung-Harrison shared the patch preview on Twitter. He said Riot Games would like to ship medium-sized system changes (like the Durability Update from 2022) more than once a year. “... [We] will be monitoring how players feel about this rate of change. Similar to the Durability Update, we wanted to solve several player painpoints and to add some exciting content,” said Phroxzon about LoL Patch 13.10.

Phroxzon said, “We want to find the best balance between ensuring Split 1 is in a balanced state for end of split climbs and Summer Split & Worlds are in a balanced state for Pro. This led us to decide that 13.10 would be the best patch to deliver Midseason.”

The reason why there are so many system changes in this patch is because Riot Games is trying to lengthen the laning phase by hitting some roaming, ganking and tower diving power.
Game Designer Tim “Truexy” Jiang said on Twitter in the first week of May, “This means less games where roams from other lanes instantly end your laning phase by easily diving you and taking numerous 175 gold tower plates.” These system changes are already live on the Public Beta Environment (PBE).

Note that the Neeko mid-scope update was rolled out in LoL Patch 13.9 where it seemed like she received a few buffs that could help her in the jungle role. Now, Neeko is getting further adjustments to help her do well as a jungler than a mage in mid-lane.

Ivern Mid-Scope Update & Buff Sharing Not in LoL Patch 13.10
In a tweet thread explaining LoL Patch 13.10, Phroxzon said Riot Games is delaying both the Ivern mid-scope update and the jungle buff sharing mechanic. He said, “In order to meet Ivern player expectations, we're also delaying Ivern and Buff Sharing to 13.11 in order to land a better set of changes for him.”
The League of Legends community was disappointed with the direction Riot Games was taking with Ivern’s mid-scope and many players called out the publisher for nerfing the jungler.
It seems like Riot Games is not only just delaying the Ivern rework but has completely reverted the changes it revealed as Ivern’s mid-scope on the PBE.
Additionally, the company had plans to make it so that there is a default buff-sharing mechanic in the jungle which has also been delayed to the next patch now.
We should be seeing more details on the changes to Ivern’s mid-scope and the buff-sharing system in the coming weeks.
LoL Patch 13.10 will be hitting the live servers on 17th May.
